ABOUT US
Koul Associates Pty Ltd (ACN: 655 573 523) is a Perth-based Australian geotechnical engineering consulting firm.
Together with our associate geotechnical consulting firms, Koul Associates cover a wide range of services related to various aspects of geotechnical engineering works.
On the back of several decades of combined international experience in the geotechnical industry, our senior technical personnel have proven technical capability to undertake geotechnical engineering and engineering geological consulting works for a wide range of civil and mining infrastructure projects.

OUR EXPERTISE
We have the technical expertise in undertaking shallow and deeper foundation design, construction and geotechnical investigation studies for:
- Civil infrastructure – low and high-rise buildings, bridges, elevated highways and railways, airport infrastructure
- Energy and plant infrastructure – wind farms, power plants, chemical plants, power transmission towers
- Mining infrastructure – primary and secondary crusher, ROM wall, stacker and reclaimer, railway, access road, fill and cut embankments
OUR SERVICES
Geotechnical studies undertaken by experienced professionals at the project feasibility and/or pre-design and construction phases, comprising geotechnical engineering and engineering geological tasks, greatly add value to a project. By raising awareness of the stakeholders – owners, designers and constructors – about the nature and extent of any geo-uncertainties and risk factors associated with a project site, such studies help to:
- Ensure the geotechnical design, earthworks and foundation construction works are undertaken in a more timely and informed manner;
- Optimise foundation design; and
- Mitigate undesirable short- and long-term geo- uncertainties and risks associated with a project.
Geotechnical Engineering Studies
- Desktop studies, comprising independent technical reviews of foundation design and geotechnical investigation undertaken by others.
- Interpretative geotechnical reports based on factual geotechnical investigation reports provided by the Client.
- Independent geotechnical studies, comprising geotechnical design and analysis for foundations, retention systems and ground improvement works.
- Scoping of work for geotechnical investigations (undertaken by others), including engagement of pre-approved subcontractors for geotechnical investigations, if required by the Client.
- Advise robust and cost-effective ground improvement measures to strengthen and stiffen poor ground conditions to be able to support proposed structures.
- Earthwork construction recommendations for deep earth fills and fill embankments.
- Geotechnical recommendations and construction considerations for earthworks, footings and ground improvement works.
- Construction support, including assessment of crane stability.
Engineering Geological Studies
Together with associate consultancies, we also assist in providing the following office and field-based professional services, which greatly add value to a project and mitigate project risks due to geo-uncertainties.
Desktop studies
- Identify existing geological conditions on the site based on the published data;
- Develop preliminary engineering geological models; and
- Identify, comment and provide preliminary recommendations on potential geohazards and geotechnical risks.
Engineering Geological Mapping
- Field-mapping during a site reconnaissance to visually confirm the site geology and the ascertain the likelihood of the presence of any challenging geological conditions on the site;
- Identify methods, scope and site constraints for ground-breaking investigations on the site (undertaken by others); and
- Identify potential borrow areas.
Borrow fill material management
- Identify the locations and estimate quantities of possible borrow materials available at the site for earthworks construction; and
- Prepare and / or review borrow management plans (prepared by others) to meet the project requirements.
Construction Supervision
- Site supervision during earthworks and foundation construction stages;
- Recommend suitable design and construction alternatives if and when geo-variations are identified during construction phase; and
- Prepare as-built reports, monitoring and maintenance plans, as required.

Director & Principal Geotechnical Engineer
With over 30 years of experience as a geotechnical engineering professional, Bill’s field of technical expertise includes geotechnical studies – design, construction and geotechnical investigations for shallow and deep foundations – for a broad range of civil and mining infrastructure projects, which include bridges, railways, elevated viaducts, airport infrastructure, power plants, power transmission towers and wind farms.
Bill has worked on numerous infrastructure projects located in many countries – Australia, New Zealand, PNG, Fiji, China, South-East Asia, South Asia, West Africa and South America – from offices based in Perth (Western Australia), Kuala Lumpur (Malaysia) and India.
From offices based in Perth, Bill has worked previously at senior positions in 4DGeotechnics, Coffey Geotechnics, Advanced Geomechanics and SNC Lavalin.
Bill’s technical expertise includes the provision of geotechnical advice on (a) stability of cut and fill slopes; (b) design and testing of pile foundations, including interpretation of test results; (c) ground improvement to strengthen and stiffen relatively softer and weaker ground conditions; and (d) earthwork construction for deep fills and fill embankments.
